Can anyone approximate the top and side lengths? What are 'shears' the website mentioned? Can I use normal scissors?

firsyly, shears are small, extremely sharp scissors. Yes you can still use normal scissors but to get the best effect, use the proper hair ones.

My guess is that the hair on the sides is between 1/4'; and 3/8';. The hair on top looks to be around 1.2'; - 1.5'; though this is a rough guess since entire strands can't really be seen, and this is the typical length for the hair on top of this type of haircut. His hair is very wavy, and this style usually looks best on wavy curly hair. On straight hair it can often look like a short bowl cut as Jim Carey wore in the movie ';Dumb and Dumber.'; A way to estimate lengths in photos is to assume an average face length from the center of the front hairline to the tip of the chin like 8';, and then to measure the face length and the length of a strand of hair in the photo and proportionally adjust as if the face length were 8';. I'd also characterize his haircut as a forward brush rather than a caesar. A caesar usually has longer hair on top and on the sides. His sideburns are way too long for the haircut. At most they should extend to the top of the ear orifice. Relatively Long sideburns for a particular style tend to make a face appear shorter, and his are beyond extra long(top of the ear lobe) for a haircut that should have short(extend to place where ear cartilage attaches to the ear) to medium sideburns. Shears are just the scissors that a barber or stylist use. Barber's shears tend to be longer than stylist's shears. You can use any scissors. The cut just won't be as clean. I would suggest not attempting this haircut your self if you have not cut hair before. To get the hair to lay right, it often takes some thinning or razor cutting.
